Alisha Carter Harris is a seasoned education practitioner with extensive experience in civil rights investigations, Title IX compliance, and employee relations. At TNG Consulting, she develops and leads training programs, conducts investigations and hearings, and advises educational institutions, including K-12 schools and districts, on compliance obligations under federal and state civil rights laws.

Carter Harris specializes in administering nondiscrimination programs and resolving allegations of discrimination, harassment, and retaliation at educational institutions nationwide. She is a recognized speaker and writer who contributes thought leadership on Title IX and other civil rights-related topics.

Before joining TNG, Carter Harris served as an Employee Relations Partner at J.P. Morgan Chase & Co., where she investigated employment-related complaints across all levels of the firm. As Associate Director of Equal Opportunity and Deputy Title IX Coordinator at the University of North Texas, she played a key role in administering the university’s nondiscrimination program, leading investigations into allegations of discrimination and harassment, and ensuring Title IX compliance through policy development, training, and advisory support.

Carter Harris has also held leadership roles at the Community College of Allegheny County, the Philadelphia College of Osteopathic Medicine, and Pennsylvania Western University, California, where she contributed to institutional compliance, policy enforcement, and equity initiatives.

She holds a B.S. in Criminal Justice and an M.S. in Legal Studies from Pennsylvania Western University, California. Additionally, she earned a certificate in alternative dispute resolution from the University of North Texas.
