Scott Lewis is the Managing Partner at TNG and a nationally recognized leader in education risk management with three decades of experience. He co-founded the Association of Title IX Administrators (ATIXA) and the National Association for Behavioral Intervention and Threat Assessment (NABITA). He now chairs NABITA’s Advisory Board and serves on ATIXA’s Advisory Board. He is a former President of both the Association for Student Conduct Administration (ASCA) and the Student Affairs Community College Association (SACCA).

Lewis is a respected authority on student conduct, behavioral intervention, and threat assessment, as well as Titles II, III, IV, VI, VII, IX, ADA, and other civil rights laws. As an external hearing advisor and decision-maker for TNG clients, he manages complex complaints involving sexual misconduct, discrimination, and Title IX grievances. He has trained thousands of administrators, investigators, and law enforcement officers in the proper investigation of sexual harassment, other civil rights-related harassment and discrimination, harm prevention education, and threat assessment. 

Lewis has worked with the Department of Justice’s Office of Violence Against Women and the Department of Education’s Office for Civil Rights as a trainer and consultant for staff and investigators. He served as a consultant to the Office of the Vice President and the White House Task Force on issues of sexual misconduct, as well as a core member of the United States Olympic Committee’s Task Force that proposed and established the United States Center for SafeSport. Once SafeSport was established, Lewis served as the Chief Officer for Response and Resolution. Lewis is an author and editorial board member for the National Federation of State High School Associations (NFHS) High School Today, the athletics magazine for K-12 athletics administrators, coaches, and officials. He also consults with and trains numerous sports organizations and governing bodies at all levels, from high schools to Olympic-level athletes, trainers, coaches, and staff, including working with the NCAA and NJCAA.  

A prolific speaker and thought leader, he has developed codes of conduct and model policies that thousands of institutions have adopted. He has delivered numerous presentations, including a TED Talk on how to respond to victims of trauma effectively. He co-authored The Book on BIT and has written extensively on subjects such as behavioral intervention and classroom management, specifically addressing issues related to students who are at risk of being dangerous or disruptive. Lewis has published over 200 white papers and articles on student affairs, education law, behavior intervention, and classroom management. 

Lewis is known for his clarity, relatability, and ability to translate complex compliance obligations into practical steps. His work supports institutions in managing conduct systems, responding to student distress, and implementing effective behavioral intervention strategies. 

He holds a J.D. from the University of Houston and a B.S. in Psychology from Texas A&M University.
