  • OCR Investigation of Michigan State University
Presented by Saundra K. Schuster, J.D. and Kim Pacelli, J.D., M.Ed.

Michigan State University has been rocked by Title IX scandals in recent years, stemming from the revelations of decades of sexual abuse and sexual harassment by Dr. Larry Nasser and Dean William Strampel. Many of use closely watched the well-publicized criminal trials of Dr. Nasser and some MSU officials. However, various government investigations, including two by the U.S. Department of Education’s Office for Civil Rights, resulted in significant findings against MSU. In this webinar, Saunie Schuster and Kim Pacelli break down all the key takeaways from OCR’s investigations and distill them into useful guidance for all institutions. They cover recommended changes to Title IX policies and procedures, effective oversight from trustees and senior administrators, the appropriate role of the general counsel’s office, and mechanisms to improve transparency, reporting, oversight, training, and recordkeeping. They also share the results of the comprehensive Clery compliance investigation, which resulted in a $4.5 million fine for MSU. Lastly, they share specific ideas that emerged that apply to hospital and clinical settings.

  • Contagion Threats from NaBITA
Presented by Lisa Pescara-Kovach, Ph.D., NaBITA Advisory Board Member
The 2020 Terrorism Threat Assessment released by the New Jersey Office of Homeland Security and Preparedness reflects an increase in threat level of white supremacy groups from moderate to high, which now makes neo-Nazi terrorist organizations a greater threat to the U.S. than foreign terror organizations.  As such, now is the time to focus attention on the rising concern to ensure we are prepared to face the threat head-on.  Though some acts of violence perpetrated by white supremacists are highly publicized, there has been a rise in personal attack, anti-Semitic violence as well as violence directed toward other racial and ethnic minorities.  In fact, a growing threat is to the safety and security of Asian-Americans who are inaccurately blamed by these groups for intentionally “causing” the spread of COVID-19.  As a participant, you will be familiarized with several dangerous white supremacy groups, realize why they pose a threat, and understand how they are recruiting vulnerable, at-risk youth.  In addition, there will be information on how to apply NaBITA threat assessment principles to address those likely to commit violence in the name of white supremacy.

    Participants will be able to:

    • State the number of deaths caused by violent extremism, especially white supremacist extremism, in the U.S. and abroad
    • Recognize the severity of the concern related to the number of deaths caused by extremists from 2009 – 2018
    • Describe why many attacks are unreported
    • Describe the Great Replacement ideology and how it is leading to deaths such as those who perished in Christchurch, New Zealand
    • Describe James Mason’s ideology and how it is influencing the Atomwaffen Division and other hate groups in the U.S.
    • Identify several high-profile white supremacy groups:  American Renaissance, Atomwaffen Division, The Base, Hammerskin Nation, Identify Evropa, and others
    • Understand white supremacy groups’ use of Facebook Telegram, Twitter, and YouTube to spread propaganda and recruit youth
    • Realize the extent to which law enforcement agencies  and the United Nation are concerned about Atomwaffen Division and other groups
    • Elaborate upon the use of online retail stores, propaganda, chat rooms, chan groups, and online and print sources by hate groups for communication and recruitment
    • Recognize the Tree of Life Synagogue, El Paso Walmart and Dayton’s Ned Peppers Bar shooters’ motivation related to white supremacy
    • Consider the role of school personnel, parents, peers, law enforcement officers, and counselors in increasing awareness of the existence, and violent tendencies of, extremists.
    • Describe how to address the surge in recruitment and related violence via a) awareness and reporting, b) analysis of risk, and c) prevention and education programs
    • Identify protective factors toward preventing youth from being recruited into hate groups.
