Taylor Cobb

Taylor Cobb (she/her) has a wide range of experience with Title IX and Civil Rights investigations for both higher education and K-12 institutions. Her passion for equity began as a Resident Assistant at Appalachian State University, where she first engaged in Title IX and Civil Rights investigations as a responsible employee and witness.

Before joining TNG, Taylor served as Assistant Director of Title IX and Equal Opportunity/ Deputy Title IX Coordinator for Christopher Newport University, where she conducted workplace and educational investigations of alleged discrimination, harassment, and sexual misconduct for students and employees. During her tenure at Christopher Newport University, Taylor led Title IX compliance through policy development, conducting all required training for students and employees, and prevention education.

Prior to her time at Christopher Newport, Taylor practiced under attorneys serving the North Carolina Coalition Against Domestic Violence. In her roles, Taylor developed and trained on Title IX compliance and policy, co-drafted an amicus brief to the North Carolina Supreme Court, and created one-sheet resources for clients, law enforcement, and local domestic violence service providers regarding state and federal law changes. Taylor also worked with the Coalition’s Campus Consortium to update North Carolina campuses on Title IX rulemaking in 2020 and 2024 and other state laws. During law school, Taylor served as a Guardian Ad Liem in North Carolina, representing children’s best interest in cases of abuse and/or neglect.

Taylor earned a B.F.A. in Studio Art, specializing in ceramics and printmaking, and a B.A. in English: Professional Writing from Appalachian State University. Taylor then earned a J.D. from Elon University School of Law.

Taylor lives in Newport News, Virginia, with her partner and their four cats (three of which earned their place in Taylor’s home by appearing at her door during the pandemic.)
